Downey...Frances JoAnn Phillips, 73, passed away Tuesday, November 4, 2014. A gathering for family and friends will be held on Friday, November 7 at 1:00 p.m. in the Legion Hall in Downey, Idaho. Arrangements are under the care and direction of Horsley's Marsh Valley Funeral Home.
